Now, some good news. I've just had another reply from Lee. I have permission to post the following:

"You contacted me (Lee Finnear) and I confirmed that we have possession of a contract signed by Minister The Hon Tony Aimo, and the Commissioner, Mr. Wavik - and that it is subject to ratification through normal PNG government protocols. That ratification is in process, but has yet to be completed. This information is in line with what we have already published to the market, and will be reflected once again in my next CEO Bulletin."

So there we have it. All is good and going through PNG government due process, which by the way, is not something Lee is in control of.

Hopefully we can now lay this episode to rest and look forward to the next CEO Bulletin with optimism.
