Geo you will not find any political system in the muslim countries that encourages even tolerates vigorous or even any debate that may run contrary or even dares question any action of the incumbent.
You only have to look at the dismissal of Whitlam, and the scrutiny of Nixon for comparison of an effective properly functioning political system.
In the muslim countries anyone that even dares question islam is given a death sentence by the resident dictator, like Salman Rushdie.
