Wouldn't the actual paper ballot be the best form of back up, should any recount be required?

How about every election 3 counts take place, a Republican one, Democrat one and an Independent one? Should there be any discrepancy by a margin a court ordered recount takes place by an expert panel.

Then any party that felt aggrieved could take their claims to the courts.
