In granting CXY permission in the first place to go ahead at Kingaroy, wouldn't CXY and the Qld govt have had to enter into a contractual agreement of which the Qld govt will be in breach if it does not lift the ban without provably valid reason? The csg approval makes it clear that there can be no environmental objection to ucg. Therefore cxy cannot be in breach of any such (environmental) condition of whatever contract exists. If the ban is not lifted (and presumably within some specified timeframe) it would appear that CXY has at least a clear cause of legal action for damages."
It would be reasonable to suggest that the Qld Govt has a history of cultivating bullying type behaviour in departments such as Queensland Health and Queensland Rail. Pressure applied by politicians on Departmental staff, to achieve a certain public perception, has recently been highlighted in the media. Re: Queensland Health pay system debacle!!
It would also seem that this Labor Government is intent on portraying an image of environmental protectionism at all costs, thus gaining the Green vote.
However, they desperately need the money which will be generated by a booming CSG industry, as State public debt has never been higher!
So what does it all correlate to: Bully the small player, (CXY), make it look like we really won't stand for any TOXIC dangerous chemicals in ANY quantity leaching into drinking water supplies. We will use the full force of the law against Cougar or ANY company found to have breached stringent environmental regulations.....
Uhh.. unless the company in breach of said environmental regulations is a CSG company, in which case such chemicals will be 'contained' safely and very 'minimal'.... almost even 'undetectable'.
Politics = spin + public perception!
It would be great to see all UCG companies form an association to give a greater public voice and stronger political persuasion.
At the moment UCG is fighting with one hand tied firmly behind their back... That is in Qld at least.
China may be a completely different story... Let's hope.
