Didnt the plant just withstand a cyclone that took out the national highway?? Can't be too amateur if it is still standing...
Can you advise what is wrong with the weld? How much weld was needed for the loads on that element?
bolts are often over designed for redundancy. If that's not the case here and the bolt is needed (even though it didn't fall down during the cyclone) then those tweets are serving multiple purposes.
