If you look at the announcement dated 17 Feb 2010 "New Capital Raising" (Arafura announces a Placement of $17.5 million and a renounceable Rights Issue to raise up to an additional $17.8 million to advance the Nolans Project to meet world demand for Rare Earths), it says "The Placement was managed by BBY Limited and Bell Potter Securities Limited".
I'd be willing to bet that these same brokers are doing the placement this time too. Give them a call and you might be able to get in on it.
