Half of that could have been pushed through today, if not, it won't be long before they are done with the 3% additional.

Makes sense that they are finished accumulating as the bots have allowed the share price to push on past $4 on significant enough volume.

Either way, we cannot be that far away from a rail deal. They did originally promise it would happen soon; WR alluded to something significant happening soon + rail negotiations in their final stages.

So a significant announcement regarding rail could very well be announced very soon. Would make sense if WN was apart of that announcement that WR would allow them to accumulate their extra 3% before announcing it.
