You must have missed the news tou Annan said that the UN was leading the relief work and that the CORE group was working under the UN and powell confirmed that in a press conference saying that " but in due course we hope the core group will work itself out of business because we will have brought all of the international organizations into play under the overall supervision and leadership of the United Nations"
