You are right re Arafura, though it could also imply they don't expect them to meet the conditions precedent. I think ARU had until June 30 to meet them?
If they want 40 TJ on top of that 20, it would need a serious upgrade, though I note the ann says "up to 40 TJ/d" which doesn't necessarily mean a constant 40 the whole period.
Agree with your PWC theory. Forcing PWC to commit, given the absence of any other firm gas options except very expensive reverse flow via NGP, would actually be a genius move. So genius I'm not sure it was CTP that came up with the idea!
