I don't remember this "unhappiness" at winning the case.
I am not a lawyer but I don't believe the Federal Court was empowered to make the decision so "re-decisioning" was the only option available.
As to whether the Judge was empowered to insert a timetable for completion, my gut feel is if he could have, he would have.
