According to ATO process, the ATO sends a draft ruling to the company prior to publishing their final ruling.
Company/Otto is not allowed to divulge Draft Class Ruling (except to those that must see it).
Otto then can tell the ATO to proceed or they can modify it [in which case the ATO may decline to provide a Class Ruling] or they can pull the plug.
Has Otto received the Draft Class Ruling (hard to tell, but it has to be getting close).
They will either pay $0.008 shortly, extend timetable for a third time, pull the plug (and retry or new strategy).
