the revenue for fuel tax was designed to be used to support the building and maintenance of public roads. That is why the rebate is provided if you use heavy vehicles off road, or fuel for non transport use (e.g. generators). It is also why govt is trying to tax EV's using a cents per KM method or something similar. The fact that the government takes the tax (and, overtaxes actually), and then wraps it up into "general revenue" is an accounting treatment
