I think you need to understand the intent behind not only this tweet but his regular stream of tweets to properly understand it. What you have done it looks at it in isolation of everything else and applied your lens to it.

The daily messages are about telling a story from the commencement of construction, into commissioning and transition to production. Everyone is updated on progress or lack of which builds confidence in the team, the engineering and the project as a whole. The regular tweets also drives accountability as it is much harder to fudge timeframes when they are constantly 'reporting' where they're up to.

When you look at his tweet from that perspective, being in the commissioning stage and the refinement of those metrics, all three show transparency and movement in a position direction. Constantly improving is a positive statement as opposed to declining or stagnant.
