I think any other methods besides bans and long suspensions, will make this situation too complicated. Just thinking now through ideas and it seems a lot of effort to implement different systems for one small part of HC. Just suspend people who excessively TOU. I think this is appropriate.

From what I've gathered, I don't think mods actually read a whole thread, and can't put posts into context and moderate things based on the accusers info/description. I have been TOU'd and seen other posts moderated for things taken out of context, or seem wrong by themselves, but make sense if the thread is read completely. Are my assumptions right?

Point is, minority of people ruining it for the majority with excessive and immature use of the TOU function.
