Cutting off one's nose to spite one's face doesn't seem best investment strategy, I'll be voting yes, fluoride and phosphate are still separate to this agreement so still can look at other interested parties outside of china if the board thinks to diverse it's risk.
the fact is they are chasing finance elsewhere as well as with shenghe.
