Good old sales pitch maybe the troops think it's garbage and doesn't work? Maybe the technology interferes with troops other equipment? Does jamming an incoming drone disrupt your own commication devices etc? Does using electronic warfare allow the Russians to locate you as you re giving out signals? Many technical reasons why it's not being used anal if you give off a signature you could be opening yourself up to artillery
