Have you read the terms of the security guarantees Putin was seeking then Mick ?
Had as much chance of being accepted by the connected parties as a snowflake's chance in hell I think and I'll wager Putin knew that very well.
As for the Minsk Agreements....we all know they were unworkable/unacceptable to both parties. Early in the piece Putin wouldn't even acknowledge his forces were on the ground in Ukraine...despite overwhelming evidence demonstrating otherwise.
