I don't think it's a bad thing. Fewer slots mean more people competing , which leads to more people taking tests. I remember that, back in 2015-2018, immigration was really tough, but people were booking English tests like crazy. They don't make money by the number of students who come in rather than by the number of tests they take. Besides, even though our enrollments are low, the UK, HK, CA, and the US are still open.
