When management sell all their shares, and then spend their time advertising the stock to investors after having done the largest capital raising ever (a point in time where they dont need any new investors), instead of running the business... its not usually a good sign.
Oleg, is quite obviously trying to help his institutional investors out with a clean exit by ramping the stock to retail buyers.
