Interestingly you appear to believe the simpler bus. plan for solar panels is more likely a goer to be accomplished by govt. and rightly so, to a degree. Your differentiation on that is an acknowledgement of the complexity/ expertise/bureaucrat involvement v. entrepreneurial and business acumen required in all manner of enterprise, not just projects of national significance.
