I think this is a very real risk now. This “entity” could singlehandedly destroy the options (and the company to some degree) by pushing the share price so far below 13c that the shortfall is dead in the water and a new raising price is negotiated. The ensuing dilution would make 20c a big ask.
Shareholders need to get proactive and start making some serious noise with management and the regulators.
