I don't know but it would be illogical to do it that way and it would create a bizarre situation of trust required in government permitting process if that were the case.
If RAP were required before SML the situation would be: Ok investor in Tanz, spend millions (tens of millions?) to relocate these people for a project you don't know if you can even progress and once you have spent that money we might give you a mining licence allowing you to implement the project you would like to do.
The far more logical situation would be the other way around. Here is the SML but attached to it are some specific conditions around RAB. If you don't meet them in full, the SML will be revoked.
