Where America gets air superiority from is via the use of AWACS's that act as command and control. I am guessing NATO will provide this by standing outside Ukie/Russ air space like they are with drones that direct missiles etc. The F16 as you say, is old tech, the Russians have been studying it for decades. Russia has always acknowledged that they do not have air superiority which is why they developed such an extensive SAM system to compensate.

I would not want to be in those F16's they will be the number one target for the entire Russian armed forces.
