You don't ask for money whilst you are scraping bottom of the coffers, that leads to disastrous discounts. Corporate financiers can smell blood in the water long before the company is in trouble, so usually the 'earlier the better' approach works better, however, if EMH does release DFS before the end of the year....SP will be driven up and getting much more favourable conditions for the raise.
Question is...how likely that EMH actually releases the damn DFS before they run out of money by the end of the year? Knowing history...if they forecast that they will be running low on cash by the end of the year, I'd be raising now (chances of DFS arriving on time is next to 0, thry have been promising to release it every quarter since 2018...).
