Those options are held by directors. The options have been in the money for years and you have no idea if those directors have already prepared to pay for those options without needing to sell shares. Eg, those directors may have held back on participating or participating further in the recent 7c cr in order to keep cash available to exercise those options at 5c. That would make a lot of sense.
In any case, we are only talking about $1.5mill required to exercise those options. Even if those directors had no cash put aside (unlikely IMO) and wanted to exercise all of their options, the likely trading volumes after funding and after construction begins, coupled with a higher sp on that news would allow them to sell some shares on market if they need more cash.
At a 10c sp, they would only need to sell a maximum of 15mill shares and at 15c it would be 10mill shares. We often see volumes like that in one day on big news days and completion of funding news could easily see volumes of 15mill and a sharply higher sp in a single day.
The scaremongering continues. The sp continues to hold. Funding news and construction news to follow.
