I am really confused

NTL has to raise the money
NTL has to buy the plant and set up the plant

So terra firma is contributing what exactly ?

Maybe i have completely misunderstood but it seems to me that they are announcing that they could not get a toll treatment deal with anyone so they will need to build and consent their own plant and if they do all that, Terra Firma is happy to take their money to operate it.
