At least the uncertainty will discourage people from selling all or part of their holding in the expectation of being able to replace it with cheaper. And speaking of sell-offs, I wouldn't even be confident there will be (much of) one after the allocation.
Contrary to another opinion expressed earlier, if it is not a pro rata offer, I would not be surprised to see this oversubscribed -- in which case you might not get all you want anyway.
Provided also it gets approved by shareholders anyway, not that I think there is much doubt about that, unless of course they are all content with 10% of a hole in the ground in the Canning Basin.
