You can always find someone... willing to explain away fascism. I know that person, he is largely on his own in his thoughts.
At real scale, no legitimate government accepts the invasion of Ukraine by Putin.
Basically over 3 years of Putin's lied "special operation" and continual lying to maintain some internal support, he has achieved the isolation of Russia and the probably murder on above 300,000 people... the maiming of many many more.
