those are quite clearly not facts and they are certainly not tte facts of the ICC decision.
On what basis do most investigations begin, could be here say with a bit of circumstantial evidence etc.
My comments were simply reiterating from more knowledgeable commentators.
If Bibi is confident that he is in the right, he could voluntarily attend the ICJ without the need for an arrest warrant!
