The part about the decision not being made by reference to minority groups comes from the DISER briefing Scott Morrison received in December 2021 upon which he made his decision. I have this tucked away somewhere and will post it for you tomorrow.

As far as I know, there is no mention of the decision having to be made in a timely manner. The Joint Authority operating protocols have guidelines for the JA to follow in relation to decision making but as we know these are not binding. The grey area in this instance is that this application has already been through the process once. The inference that I draw is that the Federal Court would be unimpressed with the lack of timeliness shown to it in respect of the JA's compliance with the court order.
