Russia had over 2000 flight capable combat aircraft (planes + helicopters) in February 2022. They could have destroyed Ukraine 5 times over, especially after neutralizing over 90% of the Ukranian air defence systems (S -300) within 72 hours after crossing the border. They did not, and the western military is still puzzled by that event.

Everyone thought that Russia would apply “maximum use of force”. They did not.
