I think you're trying to draw a long bow to create an impression of misuse of NDIS fund.
the degree of disability is addressed by service providers such as physiotherapists etc. they amount depends entirely of addressing the goals of the participant and the restriction due to their diagnosed disability enabling them to access 'normal' living conditions to allow them to develop independence and abilities that can result in employment.
I didn't see the ACA report so I don't know what they were claiming, but they are renowned for making stuff up.
