Because anyone can drop a pin on a map in Google and declare they run a business from there - and that's what's probably happened here.
Inspecting the website linked to that Google business listing reveals it's not a legit business - at least not operating from that location.
Take a look at the shipping page : https://billylabradorpuppies.com/shipping/ - it's citing delivery timeframes for the USA and Canada, it's mentioning zipcodes and counties, not postcodes and suburbs.
I could put a business in that location in Google - "CindySydney's house of stupidity and annoyance" pretty easily. Keep it up and I will.
