I think the "understanding" Russia and USA have is that Russia wont strike Ukraine military supply chain and training bases outside Ukraine if US and NATO don't strike bases outside Ukraine. I think because Russia is successfully using standoff weapons and anihilating Ukraine forces from Russian territory with glide bombs US has escalated to strike in regions close to Ukraine with their weapons. They don't want a loss on their hands before the election.
