A bit dramatic to say this but it could be true. While we're speculating, an equally likely reason could be a possible acquisition. It could be that they are carrying out due diligence on a company and want to have cash aside for a buy out so they have temporarily paused the buyback. Barring alternative use of their cash, I agree pausing the buy back at such low prices shows they think these prices are here to stay or they'll get even lower. However, the fact that Jamie bought a bunch of shares at $16 and CTD had increased their buyback recently from 30k to 50k shares per day shows that it's more likely the pause happened to save money for an acquisition.
