Why on earth would you hold a significant amount of shares if this is what you believe?

With the PEDPA already in place, no they don’t, they don’t make a single dollar in the scenario you are suggesting. Yes, the wheels of government are frustratingly slow, sometimes to the level of perceived incompetence, but they are not going to shoot themselves in the foot, not if they ever want to see the project produce a single drop of hydrocarbons. Look at the stakeholders, join the dots.
