The current calls to prequalify for drilling and building a graphite processing plant could have been made parallelly last year. The selection process takes a few weeks, and at least one could have determined to whom the tender will be sent. After that, the evaluation of the individual bids follows. Such a process incurs minimal costs, but one can start immediately once the SML and the KfW loan are obtained.
