I don't believe the minister will come within a 1000 miles of PEP11 shareholder. But again that should not deter anyone to go and try. Maybe they will be lucky.
Law is complex - but law is also to be fair. The options scenario is entirely the result of the Govt indecision. This is not normal market forces and risk that U take as an investor. Option B is coming to 2 years in September and 20 of the 24 months will have been after the court order. The loss of 'money' on the options (and the heads) is a direct result of the government.
