From memory when I asked the same question of Mey'CEO I was informed that even at 10% holding Areva don't have a blocking stake.
re:OZL& SFR... OZ minerals bought 19% of SFR and that did not constitute a blocking stake.
re:Hanlong & MOL Hanlong bought 55% of Moly Mines to become the controlling shareholder.
These are just examples,I don't know if there is a correct definition but I accepted John Youngs'answer.
