No loss in time, I agree if anything the State Engineer who has approved the permit earlier would have done their DD and will have a stronger standing this time round.
Highly unlikely someone in that position is going to have egg on their face and look incompetent. They have dotted their i's and crossed their t's and will continue to do so.
Context - oil has been produced in the area for 70 years and they follow the same processes!
