Putin's the State.....but only when it suits you....so when you earlier said "Russia launched a military operation because they believed it was in their national interest" what you meant to say is "Tsar/Dictator Putin launched a military operation because he believed it was in his interest."
And there you were with the gobsmacking temerity to wave about the "evils of the US Arms manufacturing lobby" and their influence in Putin's War on Ukraine and then in the next breath you tell us ......The Russian Arms Lobby is state owned and Putin is the state, so no arm twisting there.
