imo its govt that has responsibility for disbursement of funds to community orgs. therefore govt should be monitoring for irregularities.

if the monitoring uncovers evidence it should then be referred to police or any other pertinent investigative authority.

but for decades there been too little scrutiny of the recipients of taxpayer bucks. this needs to change.
