That may be the case, but that is not the purpose of the NACC. As soon as they identify that something reported to them does not involve corruption, it should be no longer in their remit to do anything other than dismiss it.
Anything more than that and the NACC becomes tainted and politicised.
If there is any culpability. it is a separate issue and should be dealt with elsewhere.
