thats my impression too Paul. and this was in the reasoning given by the NACC. but there seems there may not be a law under which to prosecute some forms of culpability in this brave new world. referral to the prosector or AFP serves no purpose if they can't frame the behaviour to any legislated crime.
I'm thinking of certain persons in absolute charge of such a systemic practice if you get me. the thought 'occurs' top me that there may not be a crime to fit the behaviour.
