The charge should be Misuse of Public Office which is on the statute. It refers to acts through which an office bearer seeks either personal gain or to inflict harm to others by virtue of power vested in their position. Sending letters of demand to people who don't owe money using the authority of government to intimidate the recipient would seem to fit the bill.
