The wording of TH is about an entitlement issue to Institutions and also component to retails holders, not a SPP with normally allow $30k and oversubscription.
I don't think this is related to any acquisition, but is to pay up the Regal's debt (it is so close to the sep 2024 maturity), if not a sudden downgrade, I hope.
