I think it suggests the trains will have completed static testing and be "delivered " for dynamic uat (user acceptance testing)to RailCorp by December...but the State govt or Railcorp will not have completed THEIR testing or acceptance by April...smacks of some political mileage to be made by Labour I guess...look what we did for you %^^%$#@%>>> new trains...yahoo...if the trains are accepted in December people in NSW will have moved on (literally)by April'11 and Labour cant flog this as a NEW accomplishment...all IMHO only.
