Quickly? You said quickly? You do realize that the drilling program is scheduled to last 18 months, right? That's a quick gestation period for an elephant. The announcement also skips over the 30-day appeal period, as if no one is going to keep the train from leaving the station. The final decision is not up to BLM; it is up to the federal courts.
