soveign risk still hasnt been sorted, a potential agreement based on a maybe. A license is one thing getting the funds to do it is another? Sort out the soveign risk and funding first, many projects are stalled due to these two risks. Brazil just needs to say Brics nations will not supply us europe ree and this project dies. As i stated no official ree agreement so my soveign risk issue still valid.
