My opinion is that you will never be able to get a rig to move not even one centimetre without the proper permits in place.
If it did it would be barred and it's drilling licence cancelled from doing any work in Commonwealth and domestic waters here in Australia for years if not forever.
No drilling company would destroy their reputation and have their licence cancelled just to keep an angry mob of shareholders happy.
Unfortunately they have the upper hand.
